Policy and Procedures

Topic: Scholarship Care

Policy: Connecticut Center for Recovery (CCR) shall endeavor to provide scholarship assistance to individuals in need, within available resources.

Purpose: To enable qualified individuals who cannot meet the full cost of care for outpatient treatment services to receive such services that they need.

Procedures:

1. CCR will reserve a minimum of five percent (5%) of net patient revenue for providing care to uninsured and/or underinsured patients.
2. Scholarship funds are designated by the Governing Body at the end of each quarter.
3. Unutilized scholarship funds will be carried over from quarter to quarter.
4. Clients who request financial assistance will apply directly to the CCR Director of Operations
5. The Director of Operations will consider applications on an individual basis.
6. Applicants must demonstrate extreme financial hardship and the lack of personal financial resources to qualify for scholarship assistance.
7. Applicants who are denied scholarship assistance, due to the availability of personal financial resources or the lack of available scholarship funds, will be referred to similar service providers in the area that have public or private resources to meet the client’s financial requirements.
8. To be considered for financial assistance, the applicant must:
   • adequately document their financial status including income from all sources and liquid, investment and property assets
   • enable the facility to verify these by authorizing disclosures and providing necessary documentation; and
   • either enroll in commercial (including health exchange) or Medicaid insurance program for which they are eligible or provide an explanation why they cannot do so.
9. Applicants will be eligible to be considered for financial assistance if they have a household income at or below 250% of the current year’s Federal Poverty Guidelines1 (see Table 1 below)
